Force hide TOC based on page metadata

Summary

The TOC button is available when the extension is installed and deployed on the site and when the current page has headers.

In some cases, the page can content only one or two headers and the TOC is not really necessary.

Requested feature

Add the capability to detect a page property/metadata (maybe predefined) that's specify manually if the TOC must be displayed even if the current page contains headers.
