Display Table of Contents button when header exists

Summary

The table of contents button is visible from the command bar for all pages of the site except for the home page.

Current behavior

Even if a page has no header, the TOC button is visible and it is possible to display an empty TOC panel

Expected behavior

Add verification to hide the TOC button when no header is present on the current page
