When the window size is reduced the Web Part zones should moved under each other to reproduce a content responsive behavior.
## Observed Behavior
When the window size is reduced the Web Part zones don't move and the behavior isn't useful when the device is a smartphone and there're several Web Part zones side each other.
## Steps to Reproduce
1. Create a Web Part Page
2. Include Web Parts in different Web Part Zones
3. Resize the screen to have the same resolution as a smartphone
4. All Web Part zones are sticked
